Was Gorbachev a communist reformer or a western revolutionary?

There are various interpretation of Gorbachev's vision and leadership style. What do you think he was when the Soviet Union was under him? Was he a communist reformer who was trying to make changes and yet retain communism? Or was he someone who was trying to end communism and bring about democracy in Russia?
